Even when UO had hundreds of thousands of players, all four factions were not active. On Atlantic we usually had 2-3 factions which were doing the fighting. So the argument that fewer factions means more balance or activity is false.
Might depend on your shard and how many zerg guilds are on your shard. You play in a pretty big zerg on your shard. I guess the important thing to note is every shard will deal with balance in their own way, no matter the sides, so you're right by saying false.

Factions was never designed to have all sides active and fighting. You only need two. They tried this with Warhammer Online and it failed miserably.
True, you don't need more than two sides, but I think it's silly to say Factions was never designed to have all sides active. Hopefully, how ever many sides there will be, the new ranking system will fix abuse.

I'd say CoM because of the fact they're planning on Magincia's reconstruction in December. Being able to destroy the CoM faction base would just make it easier.

This poll assumes that one faction is going, and three are staying.
If there's three new strongholds... Why would the existing factions abandon their existing ones.

I don't know. To me, the three new strongholds make me think of three new factions.
Britannian/Tokuno/Gargoyle to name a possibility I don't think is likely, but occurred to me.
Time will tell, though. If I had to vote for one of the four, I'd go for SL, since they already got a good kicking.

I'm somewhat warm to the suggestion of having Minax and True Brits remain while destroying Shadow Lords for their defeat and then Council of Mages do to the loss of Clainin and making a whole new Gargish type Faction... based on their Virtue system...
Clainin was the Chief Thaumaturgist to the Britannian Crown, an advisory role in the service of Lord British and the Royal Council. He was in no way associated with the Council of Mages (a rebel government) or the Magincian Aristocracy.

It does not take a tremendous amount of prognosticatory ability to see where this is headed.

Despite the True Britannians ultimately being in the wrong for defending the methods of Nystul in the creation of the "retreat" facet of Trammel, and the incredible absence of Lord British...

Despite Minax having not been heard from since she was blamed for taking all the leaves off all the trees...

Despite the Shadowlords doing their level best to corrupt individual mage-types that no one cares about but that ultimately get ganked in some underwhelming prime fiction event...

I am assured, due to the historical preference of doing the dumb thing as opposed to the smart thing (hey, let's make a new client! hey, let's do it again!), that the Council of Mages will be the target faction eliminated.

The Shadowlords have been defeated, so it would make sense for that group to disband.
Minax has been MIA for a very long time, so it would make sense for her forces to disband.
Lord British has been MIA for even longer than Minax... but with the recent victories their moral should still be strong enough to stick together.
CoM lost their home town... but that is supposed to get re-built.

If I knew for a fact that only one faction was going away, and the other three were staying... I'd say Shadowlords is the most likely to disappear (with either Minax returning, or a new super-villain taking her place to lead the Minax faction).

The whole facet has been in flux for years though, and the followers of each group have rarely actually acted in a way that represents the reasoning behind the formation of the factions... so I most expect all four factions going away, and three new ones forming.
Either...
Order, Chaos, and Balance.
or
Virtue, Anti-Virtue, and Armageddon.

Hopefully with an introduction of some game mechanic that encourages members in each group to act based on the principles behind the faction (even if it is as simple as having the decor of faction cities change based on who controls it, and how long they control it).
