I've just ignored this for years now, but I finally find it just plain annoying.

What is this for in the Classic Client?

I think it's about the "Item Property Display" thing.
If memory serves, which might be too much to ask:
One is to display properties in that "No Data" window.
One is to display properties that pop up on mouse-over an item.
One is to not display properties anywhere.

Ah!
The mouse is to display the properties when you move the mouse over an item.
The swoosh is to display the properties like above, but when you click an item.
The eye becomes a window like the one you show if you hover over for like half a second.
The window displays properties instantly when you move your mouse over.

Ahhh OK, now I see... Is there any way to NOT have it around as an icon that I find myself continuously moving out of the way?

yes, one of the options screens above, if you scroll down a bit, has something to click to not have it display. I think it might be the Interface screen.

To Clarify

Mouse Icon -> Display Properties On Click
Arrow -> Display Properties at item on Mouse Over
Eye Icon -> Display properties at Icon on Mouse over
