I just got a 20 vet scroll and when i try to use it. It says my vet is to high and i can't use the scroll. How can this be when my vet is 85?

Check your actual cap for vet, not your current skill. It's pointing towards you having already used a 120 PS at some point in the past and having forgotten about it.
