NPC Pet Rez is broken!

It may just be me, but I tried for 30 minutes to have an NPC Vet rez my swamp dragon. I just get the message that my pet's spirit lacks the cohesion at this time. I didn't mind the fact that it would cost 11.2K nor did I mind the .2 skill loss. What I do mind is it just does not seem to work. Anyone else having this problem?

just successfully rezzed my packy with the vet on origin

On Europa a while ago I tried for maybe 10 mins to get a pet res at the Brit Stables, gave up and went to Haven and it worked straight away. Weird.

I think it may have a 15 min timer on it. that's about how long i had to wait for my packy to get rezzed.

Appears to be a 10 minute timer before one can ask the Vet to rez ... else you get the cohesion message.
