Article I
Constitutional Mechanism
Section I
Summarization of Events
In the course of the betterment of a player-run Role-Playing community within the Ultima Online shard known as Catskills, we, the RP community, strive to ensure that all participants are having fun, yet following the rules set forth in this document. The following document pertains only to accepted and bound guilds of the RPRing community on Catskills.
Section II
Amendments and Abolishments
This constitution will be constructed so that future precedents will allow for the smooth re-construction of this document in the case that new issues threaten the stability of our RP environment. In the course that any ONE guild leader feels a section of the Constitution needs an amendment (change/addition), he/she will create a post, privately, in the Inner-Council forum, discussing the following:
-Date and time
-Conflict at hand
-Guilds/persons involved
-Solution/prevention for future
-Poll to vote on issue
After the issue is presented, the Inner-Council members will vote and discuss alterations to the amendment, and, in general, a consensus will be reached among all.
If the issue passes, then the constitution will be edited and (the change) archived. From here, the constitution will be sent off to all participating websites/forums for all to view.
If the issue is rejected, then the constitution will remain un-changed, and the issue will not be allowed to be re-posted, for a re-vote for at least a period of 15 days. After this barrier-period (to prevent congressional spamming/filibustering), the issue may be re-voted on, re-presented, but ONLY if it pertains to a new set of events that merely follow a similar path as the previous one. For example: "John kills Bob and loots his Halberd. Bob wants his Halberd back and feels Halberds should not be lootable items. The issue is presented and rejected--John gets to keep Bob's Halberd. 15 days later (a new set, not the old), John kills Bob (or even another person), and loots his Halberd. Said victim wants his/her Halberd back and feels Halberds should not be lootable items. Now the issue may be presented again.
In addition to all amendments/abolishments postings, they must contain coherent evidence (screenshots, video, several trusted eye-witnesses, etc.). Without such evidence, the issue will be revoked immediately and removed from the forum.
Section III
Orderly Conduct
All postings and replies to matters pertaining to the RPRing community, within and outside of the Inner-Council forums, must abide by the following rules:
-Postings must be coherent and legible (please use good English grammar)
-Postings must not contain flagrant use of curse words
-Postings may not publicly defame, or slander any member without proper proof
-Postings may not contain racism against color, religion, ethnicity, nationality, sex, sexual preference, or any other identifying characteristic
-Postings may not be direct and un-needed flames on certain groups or individuals
-Postings may not contain useless spam
-Postings may not contain links to viruses or other illegal content
-Postings may not contain pictures of pornography or any other illegal content
-Postings may not give out other peoples personal information (phone number, address, name, etc.)
Postings that do contain the above materials will be deleted, and a warning will be issued to the offender.
Article II
Rules
Section I
Rules of Engagement
Before engagement from one party onto another (whether it be individualized or in a group)--the offensive party MUST RP into the battle somehow. Parties are NOT allowed to immediately kill another member of the RP community without having RPed into the battle, (this does not mean, "Leave now or die." *attack*). For example, the Orcs RP into battle when anyone encroaches upon their land (which to them is a serious offense). The Orcs will chase the offender and yell "Tribuyte!", and if some decent form of tribute is not paid, then the encroaching party will be attacked. If tribute is paid, they are allowed to leave immediately, alive. Similar forms of RP engagement must be enacted by all guilds--depending on their alignment, it may need to be more complicated or more peaceful, etc.
Typically it is considered rude to attack a RP member who is AFK, but if worse comes to worse, they are allowed to be slain, however this is only as a last resort.
Section II
Looting
After a fellow RP member has been slain, the only items allowed to be looted are the following (personal rules may vary for each guild (meaning they don't HAVE to loot these items, but are merely allowed to.)):
-Bandages
-Reagents
-Potions
-Weapons
-Empty bags
-Gold
-Silver
-Jewels
-Armor (only if it belongs to one of your previous guild mates)
No other items are to be looted--and, in fact, each guild should attempt to SAVE the other items from being looted by other non-RP parties.
Section III
Death
After a RP member is killed, he/she should NOT be Resurrection-Killed. He/She is allowed to safely gather His/Her belongings (only after the slaying party has fully looted what He/She is allowed to loot). The dead party member MUST remain naked (in the case that we have no death-robes on this Shard), and must not re-mount or put on ANY items for at least 10 minutes.
For these 10 minutes, the victim may not say anything, except for "OooOoOo", and they must RP as a dead person. They may not engage in battle or speak.
After the 10 minutes have passed, they may re-arm and re-mount and may speak again and re-engage in battle.
Members who are seen naked, not talking, or only uttering "OOoo" are NOT to be engaged--however, if they do begin to talk, or engage, or re-equip items during this 10 minute timer, they ARE allowed to be attacked and slain.
Section IV
Cease Engagement
In the state that a member is in the middle of an engagement, He/She may be allowed to yell the full words, "CEASE ENGAGEMENT!", or for an Orc, something along the lines of "Ceeze de Fytun!". These words should NOT be used lightly. These words, after being uttered, mean that no one is to attack the said person uttering the words. These words should only be said when a person is having a REAL-LIFE emergency. After the persons says these words, they are to IMMEDIATELY leave the area (if they can). If they do not manage to leave the area within 2 minutes, they are allowed to be considered AFK, and re-engaged.
Note: if one party of a group of one faction of RPers decides to call a Cease Engagement--it only applies to the exact member calling it, therefore, battle will continue as it previously had begun between the other two factions parties.
If it is discovered that a member abuses this Cease Engagement rule, then a warning will be issued with the future punishment of a possible ostracization from the RP community.
If the words Cease Engagement are uttered (anyone on the same screen), is required to stop attacking that person. If they continue, they will also be issued a warning.
Section V
Non-RP Intervention
In the event that during a scheduled (or non-scheduled), RP war is taking place, if ANY non RP members (people who do not Role Play) enter the battlefield, then a full Cease Engagement automatically goes into effect for ALL members of ALL parties present. All RP members should work together to expel the intervening non-RPer and slay them. After the threat is dealt with, the previous battle may presume under orderly conditions (do not immediately begin attacking after the non-RP threat has been eliminated, but rather, one party state "begin in 1 minute...etc.")
Section VI
General Conduct
The general conduct expected from each RP member is to be for the overall betterment of the RP community as a whole. While certain RP guilds may Role Play hating another guild--they are not allowed to hatefully conduct actions that are uncalled for. This includes leading off bonded-mares, gating members away to random areas of the world, or not offering resurrections to dead members.
Each member should be treated, at heart, as a fellow comrade. Resurrections should be offered to all slain members (if time allows, and battle is not still going on).
Each member should attempt to guard the loot of fellow RP members, and should assist them in re-attaining it and returning to their homes safely (if time allows, and battle is not still going on).
Section VII
Staying in Character
All RP members are required to stay in character at ALL times. This means no speach that refers to out-of-game-events such as sports, news, weather etc. No abbreviations should be used. No discussion of in-game mechanics is allowed (40 str points, plus 10 AR...etc.).
Members should not break character under any circumstance, no matter how angered they are. They should not spew out curse words in spams at other parties.
Offenders of this will be warned and dealt with as outlined further below.

Consequences/Punishments
Section I
Levels of Offenses
Various offenses will be placed within certain parameters, or levels. There are three levels of offenses: Misdemeanors, Felonies, and Treasons.
Misdemeanors will comprise the following actions:
-Small breaks in character
-Un-orderly conduct
-Failure to RP into battle
-Failure to assist fellow members
Felonies will comprise the following actions:
-Looting certain items
-Repeatedly spamming/going out of character
-Resurrection killing
-Breaking "death" character
-Failing to abide by the Cease Engagement rules
-Repeated offenses of Misdemeanors
Treasons will comprise the following actions:
-Conspiracy to bring down a guild
-Fighting along side non RP members
-Giving away secrets to non RP members
-Repeated offenses of Felonies
Section II
Punishments
Misdemeanors will result in warnings and correction by guild-masters.
Felonies will result in harsher warnings, correction by guild-masters and punishments from guild-masters such as collecting resources, temporary banning from certain territories/and/or playing on that character. These punishments must be recorded by the guild-master and posted in the Inner-Council forums to ensure that the punishments have been executed correctly.
Treasons will result in Inner-Council voting on the punishment for the offending member(s). If the offense is a first time offense, or not very severe, then maybe a temporary ban of 1 week will be enacted on that member. If the offense is a second time offense, or very severe, then it may require permanent banning from the entire RP community.
Section III
Traitors
All traitors (members who have been permanently expelled from the RP community), will have their character names posted in a permanent list. These members are NOT to be accepted into the ranks of ANY guild. If they are, then the entire guild will face possible removal, or punishment from the RP community. (Removal, or punishment for an entire guild will only result if they fail to comply with the requests of the RP community (removing the said traitor from their guild immediately)).
Traitors are to be Killed-On-Sight by all parties. Traitors are allowed to be resurrection killed (if they continue to grief), and they may be dry-looted of all belongings.
The protections and laws established within this Constitution no longer protect traitors.
Article IV
Diplomacy
Section I
Alliances, Neutralities, and Enemies
All guilds have certain alignments and stances towards other RP guilds. A record of these stances must be recorded and placed within the Inner-Council forum so that there is no question as to whether, for example, the Orcs are allied with TcD, or whether they are neutral with TcD.
Changes in alignment/diplomacy must be announced within the Inner-Council and also must be publicly announced so that ALL members are aware of which guilds are warring which guilds.
Further more, ALL guilds that are apart of this community are required to mechanically "war" eachother. This means they are to go orange to eachother, however, this does not mean they are actually at war with eachother. Allies, neutrals, and enemies all remain orange to eachother. This allows to enhance the RP environment, so that, guilds may change their alliances with ease by allowing for engagements by all parties.
Section II
Accepting New Guilds
Naturally, new guilds will wish to join the ranks of the RP community, and herein, they are required to first petition, publicly, on the RpRing forums, a request to do so.
Guilds requesting to join will be interpreted through a private topic in the Inner-Council forum, where a vote will be cast on whether or not the guild should be accepted among our community.
The following information MUST be presented within the Inner-Council on the topic of new guilds:
-Full guild name
-Full guild abbreviation
-Type of guild (creature)
-Alignment (good or evil)
-Summary of guilds actions/goals
-Current members
-Territories/location
-Personal rules
If the guild is voted to be accepted, then the leaders of the guild will be granted access into the Inner-Council forums, and they are required to sign this Constitution and abide by its laws. Failure to sign the constitution will result in a revoking of the guilds acceptance amongst the RP community here on Catskills.
If a guild is voted on, and rejected, then a formal reply will be sent to them outlining what changes they need to make in-order for them to be accepted. After the guild alters themselves, then they may re-apply and be re-voted on to enter the community.

Conclusion
Section I
Binding
Herein, all signers of this document will be bound to follow, expand, and uphold its contents. All signers will be required to teach the contents of this document to their members, and will be required to enforce the laws amongst their own guilds.
