Norton the Fisher is MIA!

So Norton the Fisher who gives the simple fishing quest with the Peppercorn steaks as a reward isn't anywhere to be found on Europa!

Has anyone seen him on their shard and could possibly give me a hint?

There were rumors that red-bellied Piranha were in the waters but he put on his swim gear and went anyhow. I do hope he is in good shape and not (literally) fish food.
