Noob question about skill points

Returning player been gone a long long time.

I am confused and find no conclusive clear answer.

Let's say my skill point cap is 710.

Do plus items allow me to go over the cap ??
In other words does the cap apply only to Real Points ?

So if I have 7 skills at 100 but have eaten 120 scrolls in 3 of thos skills does that allow me to go to 760 skill points by using plus items ??

Skill cap is REAL skill cap. If your skill cap is 710, you can get 710 real skill and go over it with items.
