I cant join the thieves guild because "I am too young..." I have more than 60 skill in stealing and my account is not young so whats my problem?

noob having trouble joining the guild

The character is too young, not the account. You have to be logged on that guy for at least 40 hours. Just bank sit or train for a day or two.
