NON-Faction can give statloss

there's a bug, i don't know anything about it except there's 5 or 6 lamers on chessy who use non-faction blue characters to put factioners in statloss.

GMs don't do anything about it, they won't even fix your character if you page them yourself.

They're not being lame, they also aren't able to join factions. Their characters are bugged.
