They turned off the Gypsies recently due to problems they were causing with player housing. Not sure about the Brigands, etc. but you can still rescue the prisoner in the Orc Cave.

Oh that. There was a piece of metal that sticks out from the gypsy campfire that did that. Should be easy to fix.

im kinda glad they stopped them for now, seems theyre always blocking runes to the house, or being a nuisance to one of my neighbors. when they come back there should be an adjustment to the drop rate for the moonstone jewelry.
