I believe it is 95.1 is minimal to tame/bond. For your control chance:

Pet Control Calculator

You can bond with +skill jewelry too. So if your real taming was 60.1 and you had +30 in jewelry for a total of 95.1 it'll still bond as long as you feed it with the jewelry on.

And Hern dont forget that if you do not have the
skills on the jewels you need, get in touch with a
Legendary Imbuer and they should be able to help
you.
Along with some hunting for the ingredient to
aquire the jewels you need to fit your suit and your skills
to own the Great Black Pony of your dreams.

Alas we were not I have not been able to connect with her she has a busy work schedule which I understand, for now though I have been spending time in shame reinventing my self to a PVE character sadly I am losing all ablity to fight Pkers. I did get to go on a prime evil hunt during this past week which was just a blast. I now have more questions though what is a dred steed and is it better then a NM and what skill in taming to do I need for it? Also I have a friend that is trying to be a mage tamer what skills are required not needed for taming/mage. By the way Phaen it was great to meet you that night as well. I have been gone 8 yrs so I got a lot of catching up to do.
