add a mystic spell at 80 skill called Training Skill
maybe also you need Eval Int over 80 too

lets you imbue any skill of yours over 90 onto a scroll.
It decreases your skill by that much and puts it onto a blank scroll creating a SoT. skill pts transfered 1-3.

might also cost ingredience too

I can't see that being a good thing ... it just turns script-trainers into SoT farmers.

Soulstones serve this niche about as well as can be safely allowed.

Ok, that's not entirely true ... one of the new alchemy quests lets you generate what is essentially a 0.1 alchemy SoT once per day (alas, the ingredients are not within my playstyle so I haven't tested it out)

And no one would ever have to train another skill ever again. And we would then need another new Mysticism spell call Knowledge of Skill, which would teach you how to use a skill that you would have learned how to use had you actually trained it.
