Well one of my new plants sprouted today--a hedge. I tried to look at my plant menu and it told me I couldn't access it. So I unlocked it and put it in my backpack, then I was able to open the plant menu to water it.
There also isn't an option to set the security on the plant for who would be able to access the plant. I'm presuming this is a glitch since all the old plants are accessible throughout their growth cycles when locked down in your house.
Anyone else having this issue?
