He's only "considering" recruiting for them. You have to wear an all artie suit with crafting skills and never set foot in gz. Only then will he recruit you for "THE" New guild. =)

Otherwise, if you are interesting in trying to have four balanced pvp groups on Siege, there is "A" new guild recruiting.
