Navery Webs seem to respawn fast

I notice after stealing a couple of these today, they are re-spawning same day

These are artifact 5's, is this suppose to happen with these?

if no one steals them as soon as they pop, they will of course stay. if you steal them like 2 minutes before the respawn time, they will seem to respawn quickly. It's just perception. i think if none steals them before the next spawn time, it will pop immediately.

Someone might can verify or discredit?
