So I am having issues finding any scroll, even a 110 would be sufficient. Are they being hoarded to make into 120, or are people just eating them?

Most I see get used but I believe some get put on vendors. I have seen a rare 115 and a couple 120's.
I got lucky and got a 120 while spawning with a friend.
