25 didn't drop. The Chief stated that 25 tickets were available but not all of them were turned in. The number turned in was closer to 7.

Many of the bodies I would imagine did not get looted. Was a nasty area to try to loot from. Ctrl + Shift does not work well in a small area like that...and it was impossible to click much with 100+ people (and pets) standing in one 10X12 area.
