What is the minimun skill level needed to cast gift of renewal, immolating weapon, and attunement 100%?

The skill required for 100% is 37.5 above minimum required for the skill..

so:

Gift of Renewal - 37.5
Immolating Weapon - 47.5
Attunement - 37.5

All spellweaving, ninjitsu, and bushido spells.

For Magery and Necromancy it's 40.
For Chivalry it's 50.
