I haven't seen any dev clarification about the pets going wild with players mounted thing. I know it was changed recently, but I wouldn't take this as a certainty that your pet *can't* go wild underneath you if you haven't got the necessary control skill.
Petra's right though, you'd need 106 skill at least. At 106/106 that gives you 70% control, which is much weaker than it sounds, so you might find you need more. Even at around 85% control I find pets can be stroppy as heck, so it would be safer to carry skill items to take you to 110 skill so you can safely command the steed as required.
The easiest option is to play around with
this page - select control chance, pop in the skill level you're thinking of and click "go" - then you can change the figures up and down to see what suits you best and see how it will affect your control.
