Red healers in fel will rez you if your a murderer but they wont rez you if you are a criminal!! WTF!!

If you are talking about the criminal flag, that's been the case for a long while now. You need to wait for the criminal flag to time out before they will rez you.
In the initial days, it was even worse, there were no red npc healers. Only recourse was going to a shrine.
