Message: This book needs time to recharge.

Publish 66 on May 27, 2010 included the following bug fix: "Fixed the delay in the runebook, you no longer have to wait for them to recharge."

And yet, almost daily, I am still getting this message when I try to use a runebook to gate somewhere (Siege, no recall). It only seems to happen immediately after logging in, but it's still annoying. Anyone else having this happen still too?

Supposedly they did take it out last year in Publish 66.

If the message refers to charging a rune book with recall scrolls, it's really pretty darn silly to have to worry about it at all on Siege where you would just be wasting recall scrolls if you dropped them on a rune book, since Recall spell doesn't work there.

I'm fairly sure there's never been any restrictions beyond capacity for dropping scrolls on to charge a book. I think it just acts like a container, so no waiting or anything.
I do think at one point that the message wasn't appearing, I have a vague recollection of fizzling a recall and being able to use a charge right away (which has always brought up that message for me, again, as far as I can remember).

Seems to happen most if I click the hotbar slot (or use the hotkey) that holds my runebook before all of the UI loads (mainly if I hit it before the backpack opens) in the EC.

Yup, it was fixed awhile ago & it worked for a short time then it went back to the annoying message this book needs time to recharge, many times with just opening up the rune book to use it!
