Menu Hotbar and Macros

Hello,
I made the Jump to enhanced with Pinco and I love it so far. I'm stuck on a couple things though.

1. I like the menu hotbar maker that comes up when logging in, but anytime I click on something on it, it disappears even if I lock it. Example shown here:

It has backpack, character sheet, all those things in yellow on the top, but I can't figure out how to get those even on a normal hotbar.

2. Secondly Is there a program out there that allows for macro editing and hotkey setup outside of the client like razor in 2d? I saw the ec profiler but that only allows for copying or looping a macro created in game.

first to create one with normal hot bar hit escape and go to actions then go through the menus finding the ones you want and drag and drop them into the new bar.
as for editing macros out of game i was thinking profiler did that..maybe not i know of no program off hand that does that
