It depends on if you had a good connection at the time.
Tracert marks your hops between your PC and the destination computer. In laymen's terms, the higher the hops, the worse your connection is. But this changes over time.
A nerdier-man could explain the semantics of it.. but the basic result is that it tests your lag, which I'm sure you knew.
