Looking for the NPC that sells Quality Sand books!

Where do I find the NPC that sells Glass-Quality Sand books, I looked in TerMur but could not find any that sold them.
The Alchemists in the in TerMur does not have any.

There are 2 alchemists in Ter Mur (same shop) one has it one does not.

The book can be purchased for 10,637 gold from the Gargoyle Alchemists in the Royal City in Ter Mur. The shop is located at 162° 46'S 38° 15'W.

Its a heck of a lot more than 10k on siege (3 times as much!)
