I have my codes. I go to my account to upgrade account. I copy paste code and it does not let me accept the terms and conditions. I stop and refresh. I log in and out. I restart PC. I always get stopped right there.

called ea support, talked to rep, rep says to wait it may not be active yet try later and if it still don't work call back they will fix.

Beware when you copy / paste not to get an additional space on the side of the copied area. This would generate an error when pasting it

Eastore isnt needed since if you have 5 accounts you can buy 10 codes from uogamecodes site. Every month or 14 days as they say if you try to pick 5 at once.

Nope, I'm a buyer from the UK and same as Maplestone, the email has both the upgrade code and the promo item code.

There should be 2 codes one for upgrade and one for promo.
The promo code is now automatic prob due to people not
realizing early on you had to add it to your cart like I had to.

You are clearly missing the last bit for the promo code, perhaps because it's a multiple purchase. I'd check in case any more emails come seperately, but it's worth you asking EA if you should have received more codes.

Edit - Freja's mail makes it clear what a 'multiple purchase' should look like, think you need to be emailing EA to fix things...

Same with me Takes me to T&C page, allows me to clcik accept , then it pops right back to T&c page and when I click I get halfway through and it stops...

I never seen one. Didn't even know other people did till I read it on here.
I ordered two upgrades and got the upgrade and promotional codes with no problems.

It would be the first time in 12 years that would be left out in promotion codes. So i had a feeling that the US only thing not realy applies.
