To be wondering if there is a new tax in Haven city? To be doing business at the bank and being asked to pay a tax of a hundred gold to advertise. To be wondering is that the way Haven is run now? To be wondering where the guard was when a man was knocked unconscious in the street for not paying a shield tax?
