If you were a merchant, with any concern about your reputation (which most have), why trade in such dodgy quantities of an item that's known to be scripted? The more you sell at a time the worse it looks. These guys know this. Some took down dodgy vendors hastily after the house burnings, but where did their stock go to?
This makes me think well, these "x-shard traders" could pretend to be legit and have a more legal looking vendor setup, with other rewards and just a few different kits. Or they could be trying to shift bulk dodgy kits on a seperate account. In which case they'll stock a lot of 'cheap' kits at once hoping to sell quickly, so they can shift the gold and sell it for $. Thus making more money before they're caught.
As nobody had a house burnt on Europa and yet there were very clearly BOD scripts running in Luna, I'm betting there are still many BOD scripters out there. And who knows how many BRSKs are stashed in secures too.
But I know, these folks have their supporters and there is always a group who will claim 40 BRSKs are easy to get legally, in part because some folks are customers of these people. Of course they won't want the supply to dry up
