Last boss in the city

Has anyone gotten in their satchel from the loss boss in the city before the dungeon opens up riftborne armor? If so, have you been able to turn them in? I keep trying to turn in artifacts and it says I have none.

I moved the artifacts back to the toon that got the drop and it would allow me to turn them in but not on any other toon. That has to be a bug.
