First, what is a "skin tingeing tincture"? And what is it's value?

The bottle is like a light blue tokuno dye and says apply Directly to forehead.
I've searched the vendor site, uoguide, and stratics and no results were found.

Also, is housing decay active again?

If im not mistaken you can buy the "skin tingeing tincture" from a provisioner and it changes the color of your skin when used.
