With the crowds that can show up at the spawns to get the points drop I'd say the bag is the rare item in general 
I don't have high luck so I get maybe like one drop an hour, so it's grind grind grind. Before the bug, or is it?, the drop rate on the bag would of had me choking someone. I'm viewing this as an Easter egg that they were sitting back and waiting for someone to find. I mean if it's a bug it's a very odd and convoluted one for sure. I don't see how it could happen without being intentional. There's too much involved.
