Issue placing tiles in customize mode

Figured this would be the best place to ask. You folks in here have massive knowledge

I am not one for house design.. but I am taking care of building my wife's (rl) for her (she just started the game yesterday). For some reason I can not place any floor tiles on the first floor. I have tried every tile they have to offer and the only area I can place any are where the grass tiles are in the pic below.. I seem to have no issue with walls.. only floor. Have close out customize mode about six times hoping that would resolve it.. but no luck.

Ideas?

Thank.. I did and still had the same problem. I just decided to blindly place the tiles, committed.. then looked.. saw blank spots.. repeated until I got them all. Aggravating!

Did you try changing foundation type?
