Is this a Siege thing?

I've been training a stealth nox ninjar and trying to get all my skills up to RoT. Swords is slow, but moving, but Tactics just isn't moving. It used to be that you could train on a fighter 6, 7, or 8 gp/day versions at various levels. I can't get the tactics to raise except for running around and killing every animal (non-monster I see). I'm up to 31.5, and want to powergame it up to 70. Any hints?...la

hit animals to about 35 (ghearts, bears, wolves), then skeletons to about 62, then lizardmen to 70.

its not a siege thing i believe. to gain tactics you actually have to hit something with tactics in the same range as you.

Eeeep! You leave those poor animals alone!

I had tactics to around 90 on my fencer, when I realized that under my control, she was doing pretty much the exact same activities as my other 2 crafty chars - shearing sheep, picking wheat, and cotton, etc. but without the convenience of gating, and so I lost interest in training her further. I don't remember having any problem raising tactics, but I don't like to kill non-aggressive animals so I never really tried getting gains on them. I ran around bashing monsters, started with the usual mongbats, headless ones, skeletons, then corpsers, lizardmen and such, and later lots of earth ellies, trolls, ogres, etc. Hitting Castor was always good for a gain in RoT, but I guess you don't have that option.
