Is there a quest to get the new cape?

You will need to donate to the library, so if you haven't taken the quest allowing you do to that I suggest you do that one first.

The locations are slightly different on Siege, the quest NPC is on a platform in the north part of town, and all the NPCs in tram are in fel, of course.

I stopped at the 2nd last part of the quest, before getting the final version. I've heard it's nicer anyway.

And is the final version of the cloak blessed?

negative, the final cloak isn't blessed.

Although I read somewhere recently that they were planning to rework the screwy art on the final "cardboard" cape
