Is the 20 minutes enforced only at SeaMarket or at all docks ?

Since I am finding trouble to access the fishmongers to deliver the quest crates at several docks because of players' ships clogging them , I was wondering whether the 20 minutes rule is enforced only at the Sea Market or whether it also works for any and all other docks in the various towns.

Anyone knows ?

Only at the Sea Market.

Mark some runes on the docks, though, that way you can just recall in when close enough ("close enough" being "same subserver" at the moment)

As has been mentioned multiple times, there is no requirement to reach the docks to make your delivery. Leave your ship at the shore nearby and either run or recall into the relevant dock.
