I've been here 2 weeks now and haven't seen anyone but NPCs. Is this the usual situation here? Players' vendors are empty. The whole place just seems dead.

Depends on where you are looking. Luna is the most populated hangout. The rest of the faction cities have no guards so people are staying away. Unless of course they are killing each other. We don't have bank spammers, we do most of our trading via stratics. So nobody is standing around afk or spamming, afk'ers tend to die to poison darts and stars. But my guild vent usually has 10+ people on in prime time and we are fighting just as many. The people are out there it is just on siege you are not going to find them at a bank 99%of the time.
Not a ton of vendors around anymore. But a few good shops are west luna just outside of guardzone. Moonglow gate, skara gate, west umbra just over bridge, yew has the largest concentration of vendors, just have to run around a little bit to find them. There is also a nice vendor house in moonglow east of the bank area. Also the large vendor house in the skara area over the crossing then head south a litle bit. Its in that area, hard to describe. I think there are a few more but I cannot remember them right now. It also depends on what you are looking for too.
Playing solo on siege can be daunting if you do not know the shard very well. You may think it is empty, it is not. There are many guilds with different play styles, ask around and people on stratics can point you in the right direction.

. Check out NEW and like X said alot of the population is in Luna just be wary of going afk or leaving gz around there.

Not really, people is just to busy to hang at the bank, try the Hallowen spots or maybe SA
I think the player vendors will get back to live too.

There are people here, but more often than not they are out DOING something. On other shards, lots of people are afk at Luna bank making it seem like there's lots of people around. On Siege, if you hang out afk at Luna bank you'll be stolen from or murdered.
The population here is definitely smaller, but it does exist. Seek out new, a temporary guild to help you get your foothold and most importantly, gives you people to hang out with.

I haven't been hanging at banks. I've been to Yew, Britain and mainly Vesper trying to train. I have to make frequent trips to the bank, of course, as I'm too weak to carry more than the basic essentials and get overloaded every couple of minutes!

I have bumped into many folks of late.
One in particular stands out - After I'd tried to tell him about NEW, without him registering much comprehension, he asked me if I was some strange creature called a NPC, and was most distressed when I told him I was actually a knight.
He then tried to buy things which I did not have from me, often shouting "vendor, buy!" at me, and then asked me to give him a quest.
Being an obliging sort of fellow, I sent him to count the slimes in the forests of Ilshnear, followed by the number of dragons in Destard, and to report the difference in their populations to Inu the Crone.
It seemed like a decent quest at the time...

Hey now, my vendors are not empty !
Just not a lot of traffic sometimes out there by the Skara Garden carrot garden, which is where my vendors are standing by the carrot garden. Folks been busy collecting pumpkins, halloween quest items, trick or treating in game, or imbuing or camping out IDOCs or whatevers.
If ya looking for NEW guild they are south Skara gardens area, just follow all the gardens down to a huge keepy castley lookin building !

BTW what are you training ? PVP PVM taming crafting ??
If craftin if ya need any tools cuz they break fast here, I will gladly tinker ya up plenty ! And that person ^^ up there probably still has a GM tinkerer too, cept well he is blind, so forgive Blind Otto if ya ask for a sewing kit and he hands you shoes ! He can not see too well.

Many people probably saw you and kept to their activities.
If you have not been pked by a Red yet, you are very lucky.
Of course, you are still in RoT training and probably not ready for purple
people eaters. Yes, I have creatures and people attacking me are purple.
Contact a guild listed in the Sticky threads on Guild Contacts to just talk
with them... or go to some dangerous location ... like the entrance to the
Abyss around 9PM EST.
You could always just post a thread where you will be at a set time to see
who shows.
Take precations on equipment.
