I don't believe you get any game time.
However, seems like just about everyone has found something they enjoy with the new expansion, weather they craft or PvE. Can't say you would, because I don't know what you enjoy doing, or know why you stopped playing in the first place.

No, the $29.99 upgrade code just enables an established account access to the new content. No gametime is included.
Is SA worth coming back for? I can't make that call for you, nobody can. Spend the $13 bucks and give it a shot. If you don't like it after a month just cancel your subscription.

Since I asked the same question, I will give you the answer I got.
First, the majority of players seem content with the new expansion. Veterans are appeased and old players are returning to try some of the new changes out.
Second, unless you purchase a new account, there is no game time that comes with the upgrade. Your cost will be $12.99 for the monthly fee and $29.99 for the upgrade.

Ahh ok, cool, I am currently on a trail account to see the changes since I left. Seems ok.
If I purchase a game time code and an sa code can i refer my trail acct as a buddy and get a month on that free as well? Tight you say? hell yes

Dude, you can get a pallet of ramen for like $6 bucks at just about any warehouse store. Get the UO. Ramen isn't so bad.
