No, it's not. That used to be the maximum you could get on a suit.

There is no cap with each reflect item doing its own check. Each item checks on their own chance to reflect damage and if RNG like a piece it does damage. Look at it as how the new Velocity works. It does a % damage based on the damage you hit for. The percetage is your chance that it happens but the reflected % damage done is what your hit for. It is fun to slap on a bunch of reflect items and watch the string of small numbers for damage.

This is inaccurate.
RPD reflects every single hit. The amount reflected is the Physical damage taken multiplied by the amount of RPD on the entire suit. Decimals are rounded down.
10 physical damage against 50% RPD is 5 damage reflected every hit.
