The devs are more than likely on a "holiday vacation". You won`t really see anything from them unless its a real emergency. Expect it to get fixed in the first week of January.Character transfer to and from Origin is down and has been for a while. IS ANYONE LISTENING? Can we get this fixed? Please?
The dev is on their christmas vacation, and due to be back in the office first week of january. No repair of any system outside of emergency bits is being done. Give them time.

Give it a few weeks and it will work again
The devs, as has already been said, are on holiday - as are most working people at this time. They are working from home - as most working people are not. However this system is unlikely to be one that can be re-set from a remote location.
I suggest you defer your transfer until normal working is resumed.

In the meantime you could have macroed a char up on another shard

It's not JUST that it's broken, more that we have no indication what's going on here, or even that anyone's aware of the problem.
