It takes 2-4 hours to get to 10k loyalty. Toxic sliths give 30 each. Go to where they spawn at the city to the right of the bridge. There are a bunch of them that consta-spawn. I mean fast. Watch yourself there, I res people, cus and greaters there on a fairly regular basis.
