Getting hold of higher scrolls through using a scroll binder does not appear to be that easy.
One would think that the arrangement of the imbuing quest NPCs would be the same on every shard, but my shard, Asuka, is different than previously reported.
There are three NPCs, the one on the west side asks for residue and gives out both 5s and 10s irrespective of whether you have already eaten a 10, so there is no guarantee what you will get.
The other two, south and north, ask for fragments, but I would rather buy one if what you get is going to be a lottery, as you could spend months before you get the required scroll.
As for imbuing in general, it is obviously designed to use up everyone's money and resources (not to mention the experience of a mind numbing waste of time - lighten up devs, its a game). While it is an ingenious way of gaining skill, kudos to the devs, any use of algorithms is bound to be a joke in the end, because these percentage algorithms are not based upon 100 but probably 1000 or more, so even at 99% you can fail often.
Generally, players do not complain about the difficulty of a skill or the fact that some of them take a long time to complete, but none of them thus far have quite matched the intricacy of imbuing and its demands on players.
(edited correction) I could have sworn that both north and south quest NPCs aked for fragments, but only the southern one does, the other asks for nothing, so it looks like you keep giving him 50 fragments until you get a 120.
