Mobiles Ilshenar Gypsy Camp Problems

I've noticed on Origin that the roving gypsy camps in Ilshenar are broken. A camp either spawns with only its building and fire and no NPCs, or it spawns with just the NPCs. I checked all the known roving gypsy camp locations in Ilshenar (
UO Stratics *New* | Ilshenar Gypsy Camps )and this is what I found with the four that seemed to have spawned today:

Although this does not appear to be occurring on any of our internal test shards, I was able to confirm that this is occurring on more than one of the production shard. I have submitted a problem report into the system.
