I think they are a reward from what of the new player quests in New Haven.

it has a list of all the new player items along with the quests and locations to do them! You have to have less than 50 skill to start the quest and they are completed at 50!

what you do is, you go to http://uo.stratics.com and then in the box 'item catalogue' you type in healer's touch then when you hit the button it takes you to here:
