Kelmo is an honorable man. He does a difficult job with a great deal of dedication and attention to detail, even when the burning arrows are flying.
He does not set the rules - and I am quite sure that if a new rule was to be introduced which he felt to be injust or unfair, he would be fighting for its removal or adjustment. Perhaps not openly, publicly, but those who need to feel the pressure would certainly be very aware of his presence.
As far as the existing rules go, I suspect that the main problem is, when faced with a goal, there are two options. Strive to achieve it, or stand still and complain about the distance to reach it. Personally, I find that standing around all day complaining makes me fat, and I have no wish to be known as Fat Otto.
