What time does the month end? Midnight est. ? Or at server restart?

Can you turn in kills from previous months? Or do the permits expire each month?

Google isn't always the best way to find anything. A search of the uo.com player wiki gives you:

Which states:

Kills can only be submitted from the current month and year.

The Huntmaster’s month will be updated on server maintenance, each new month the contest will reset.
