not much, couldn't get any good offer for Composite bow SC no penalty -22MW hit lightning 43 HCI 10, this one seems a bit worse though.

-23 MW instead of 20
Sure its balanced but SLOW, no hit spell, no HLD, ftw not even HCI/DCI. And no DI either?

I would say its worth what a vendor will give ya for it. 8gp? Or save it for SA imbuing.

Its probably crafetet with a yew runic with ash or something.
So no imbuing =)

But yes, its way to slow for a mage or archer + it got sc -1...
0 HCI wont help either.
