How do you set a plant to deco mode on day 9?

Open the plant gump, click the plant in bowl icon on the upper left, then click the icon of a plant with a red X over it on the upper right and choose yes.

You can set the plant to deco mode in the Reproduction menu. Just click on the leafy looking button.
