how do i get a rangers cloak ?

Part of the Ricardo 10 day quest thing. I think it's Dan in cove that gives it to you. If you do a Uhall search for Ricardo it will give you the locations for all ten books and how to do the quest.
However, I have no idea if people can still do it or not.

You mean there are more book locations past the 10 ?
I did it up to the 10th day. Am I done or can I keep claiming rewards for the days past the 10th ?

No more days, but if you have a character that hasn't done the quest the locations are still active.

If you want visual maps, then search stratics for the various threads for each day.
Also, just keep in mind, you only need the lantern, then you can go for the books. You don't need to interact with anyone.
Also to get the rangers cloak (its random, so you might not get it), you have to go to Lt. Crag in Felucca Cove, first you double click on him, then you double click once for every book you've read on the chest to the RIGHT of him, that gives the old rewards including the rangers cloak.

At least on Europa, there was a NPC at Trammel Cove docks too for 'evil' handins to get the older items like Frostguard and Ranger cloak.
Oh, didn't know that, I handed them in in Felucca. (also got a frostguard stolen from me there, heh, will teach me to dally around. Thankfully I have a ton of frostguards)
