'Horn'

Hi,
Ive looted some of these from Refugees's just outside town (ter mur)
Some are not lootable but some are, is this intended?
Just seems odd that i can lockdown the word 'Horn' at my plot.

Like everyone who has killed a refugee (and come on, who hasn't) doesn't already know that the horn tile spawns in their pack.

Ive seen the word horn but was never able to take it out of the bag.

I remember seeing it on some wandering healers when I killed them but didn't figure out how to kill the refugees.
