What is interesting about the game is the Luna Market?
It is active as any market in real life.

Why? Mechants.

My suggestion is to create non-home based merchants in the towns around the banks.

Consider bull dozing the Inn at britian (or is it a tavern) and making a modern market. Tented with tables under it. Or something like that.

Players can apply for vendors. The costs become a gold sink. 1 vendor per account.

Make the selection random, make them monster slaying rewards whatever.

Build it so players dont own the homes in brit, just rent the vendor spot.

Wipe out a few building around brit and create a market. The Brit Bizzare, Mondains Market or whatever.

You get the idea. As long as you supply enought vendor tables, it should be cool.

Oh, and create a new system for thieves. The ability to steal from vendors. Just look at it as we are shoplifting...la

i actually think that is a pretty good idea as long as you could supply enough vendorage to make people happy. Could go nicely with your redesigning of west brit bank? maybe throw a ankh(ressing) around the bank and demolish to butchers shop for a stable and you have a luna that is 100% better. Maybe also do something about new haven while u are at it, that definitly is not the first thing i would want to see as a new character! maybe have them start in brit inn, with a newb quest and gate that directs them to new haven, followed by a newb quest and gate that directs them to head towards brit bank to meet the community.
