I know it was one of the recent ones, but which? Specifically I'm looking for the change made to scrolls for skills other than Magery which would let you cast the spell from scroll but at a lower skill level. I know Necromancy was affected, was anything else?

I had hoped in the days of the 'Vamp form with no skill' that Necro scrolls would indeed allow you to cast the spell at a lower skill.
However I tried that a good couple of years ago, and it didn't allow me to cast it.
Unless Vamp embrace was a special case, which it may well have been, I'd say this has been the same for a while.

ALL of the Necro (and Ninja, IIRC) shape alterations were made to where you had to have the skill to cast it, in order to maintain it. If your skill drops below that amount, it returns you to your natural form. I believe that Mysticism and Spellweaving shapechanges function in the same manner - but Mysticism was added after that change, and Spellweaving doesn't have jewelry to make it an issue.
